Congrats on completion of this phase of your military mission.
As far as Russians being, perhaps, tougher, harder to deal with, than Germans, yes - you are correct.
The Russians tend to be much more cut-throat and lots of them have emigrated to Germany (much to the Germans' disdain.)
Watch the movie "Gorky Park" to see how mean some Russians can be.
That's my 2 cents.
